Miller Introduces Bill to Protect Senior Homeowners Experiencing Financial Hardship

August 19, 2026

HARRISBURG – State Rep. Brett Miller (R-Lancaster) has introduced legislation aimed at giving senior homeowners greater peace of mind that a financial hardship won’t cost them their home.

“This bill is based on a principle I believe most Pennsylvanians share: no one should lose the home they have worked a lifetime to own simply because they fall on hard financial times,” Miller said. “Too often, seniors living on fixed incomes face financial challenges that can put them at risk of losing their primary residence through a tax sale. While taxes should be paid, forcing someone from their home should be the last resort.”

Miller’s legislation, House Bill 2732, would protect qualifying seniors from having their primary residence sold at a tax sale while they are experiencing a documented financial hardship. The bill does not forgive any taxes or deprive local governments of the revenue they are owed. Instead, it delays the sale, allowing tax liens, interest, and penalties to continue until the property is sold or the homeowner no longer qualifies.

“This is a compassionate, common-sense approach that protects vulnerable homeowners while preserving the integrity of our property tax system, Miller said.

The bill is attracting bipartisan support and has been referred to the House Aging and Older Adult Services Committee.
