41st District to Receive More Than $1 Million in Grant Funding

December 19, 2025

LANCASTER - More than $1 million in grants have been awarded for a variety of municipal equipment, accessibility, and recreation projects in the 41st Legislative District, Rep. Brett Miller (R-East Hempfield) announced today.

“These Local Share Account (LSA) grants are about putting resources directly into the hands of our communities. Whether it’s upgrading emergency services, improving public spaces, or supporting local development, these grants help meet real needs with real results,” Miller said. “I’m proud to support our local officials in seeking this funding that strengthens our communities.”

- East Hempfield Township will receive a portion of a $400,000 grant, on behalf of Little Conestoga Creek Foundation (LCCF), to construct trail improvements in Lancaster, East Hempfield, and Manheim Townships. Since 2019, the LCCF has implemented stream floodplain and wetland restoration improvements and planned an accompanying trail along a 2.5-mile stretch of the Little Conestoga Creek. The overall trail will include 3.45-miles of ADA-accessible, nonmotorized, and multimodal trail improvements connecting residents and visitors to places of recreation and environmental education, employment, commerce, and essential health services. These trail Improvements will connect to 5-miles of existing trails and 15-miles of proposed trails.

- East Hempfield Township will receive $90,000 in funding to purchase and upgrade radio equipment. Lancaster County is working to increase public safety by upgrading the 12-year-old radio system. Municipal and first responder radios need to upgrade their communications to the same systems as the County to improve communications between responding units, as well as between responding units and County dispatch by eliminating dead spots and ensuring timely emergency response.

- East Hempfield Township, on behalf of United Disabilities Services Foundation (UDSF), will receive more than $309,000 in funds to construct an entrance way and elevator to the UDSF facility at 2270 Erin Court, Lancaster. The project aims to enhance accessibility and consolidate services for UDSF clients by installing a new elevator and entrance way that will meet ADA standards, ensuring individuals with mobility challenges can navigate the facility safely and comfortably.

- Columbia Borough, on behalf of the National Association of Watch and Clock Collectors (NAWCC), will receive $250,000 for HVAC improvements at the National Watch and Clock Museum. NAWCC's National Watch and Clock Museum holds the nation's largest collection of timekeeping artifacts with over 13,000 artifacts on display. The building's HVAC system is failing with temperatures inside reaching over 100 degrees during the summer, discouraging visitation and putting many of the museum pieces in danger of degradation. This funding will help with the replacement of the boiler, chiller, and water pump systems.

All of the projects were approved by the Commonwealth Financing Authority, an independent agency of the Department of Community and Economic Development. The above grants were funded through the LSA, supported by revenue collected as part of Pennsylvania’s Gaming Act, not by taxpayer dollars.

LSA grants are distributed competitively for projects that need funding and are in the public interest, which improve the quality of life of citizens in the community and are owned and maintained by an eligible applicant or a nonprofit organization.
